As many as 1.5 million government workers, members of 11 unions, went on strike on Tuesday in protest of a government decision to reduce their retirement benefits, a change which would take effect in October.

The strike closed thousands of schools, libraries and leisure centres, disrupted commuters, and reduced some facilities to emergency only staffing.

UNISON claimed that more than a million workers had joined the strike, with General Secretary Dave Prentis saying “this overwhelming show of strength from Lands End to John O’Groats has obviously taken the Local Government Association and some local councils by surprise”.

The benefits change, would effect the “85 year rule,” of the Local Government Pension scheme, which allows government employees to retire at 60 as long as the sum of their age and their years of employment sum to 85 or greater. According to union representatives, the new retirement plan is targeted at lower paid employees, leaving higher paid employees to enjoy the same benefits as before.

Ahead of the strike, the Local Government Association claimed that the changes proposed by unions “would add at least 2% a year to every council taxpayer’s bill”.

The participating unions point out this is likely to be the largest strike in Britain since 1926.

The 8th U.S. Circuit Court of Appeals has ruled that the Department of Homeland Security was wrong in using the online encyclopedia Wikipedia as a reference when deciding whether to allow asylum seekers to stay in the United States.

The department used the Wikipedia article named laissez-passer to decide whether the document was a valid form of identification. This is despite the fact that the article had a large orange notice at the top of the article saying that “this article does not cite any references or sources.”

The Board of Immigration Appeals has stated that it doesn’t “encourage the use of resources such as Wikipedia.com [sic] in reaching pivotal decisions in immigration proceedings.” They said that they allowed the decision to stand due to the fact that the information seemed accurate.

The appeals court noted when making the decision that Wikipedia admits that articles will stay inaccurate and unbalanced for long periods of time. Below is the extract from the court documents that makes this point:

The American Physical Society has awarded its 2010 J. J. Sakurai Prize for Theoretical Particle Physics to six scientists for their contributions to theories on the origin of mass, including the key concepts of the Higgs boson and Higgs mechanism. The recipients are:

• Robert Brout, Université Libre de Bruxelles
• François Englert, Université Libre de Bruxelles
• Peter Higgs, University of Edinburgh, Emeritus

The full citation stated the prize was awarded “For elucidation of the properties of spontaneous symmetry breaking in four-dimensional relativistic gauge theory and of the mechanism for the consistent generation of vector boson masses.” The J. J. Sakurai Prize will be presented at the APS 2010 meeting in Washington, DC at a special Ceremonial session in February 2010.

The Higgs mechanism is a key element of the electroweak theory that forms part of the Standard Model of particle physics, and of many models that go beyond it. The papers that introduce this mechanism were published in the journal Physical Review Letters in 1964 and were each recognized as milestone papers by PRL’s 50th anniversary celebration.

The Large Hadron Collider at CERN and the Tevatron in the United States are searching for a particle, the Higgs boson, that will constitute evidence for this theory. Because of its importance this particle is often referred to as the “God Particle”. The LHC, a vast scientific experiment to smash together sub-atomic particles, recently moved a step closer to its goal. On Friday physicists announced they had sent protons all the way round the 27 km ring beneath the France–Switzerland border, and on Monday announced the first successful collisions. This follows a major setback which shut down the collider for 14 months.

Reggie Bibbs is a 43-year-old-man living in Houston, Texas. Mr Bibbs was born with a genetic disease called neurofibromatosis (NF), which causes him to develop tumors on his body (see infobox on the right). NF can be a subtle disease, but in Bibbs’ case it has left him with a disfigured face and deformed leg. But he is happy with the way he looks, and doesn’t want to change his appearance to please other people. He has launched a successful campaign entitled “Just Ask”, and that’s just what Wikinews did in a video-interview.

The interview was prepared by Wikinews reporter Michaël Laurent with the help of Bertalan Meskó (who has a popular genetics and web 2.0 blog). Their questions were sent to a close friend of Mr. Bibbs, Lou Congelio, who kindly conducted the interview.

In findings published last month in the journal Current Biology, neuroscientists from the Netherlands Institute for Neuroscience examined harm aversion in laboratory rats for conspecifics — rats not wanting to hurt other members of the same species — and reported which region of the brain was crucial for it. Wikinews caught up with Dr Christian Keysers and Dr Valeria Gazzola, two of the authors who contributed to the paper.

For the experiment, the rats were put in a container with two levers. The rats were trained to develop a preference for one of the two levers: each delivering one pellet of sucrose. One of the two levers was harder to press.

After developing a preference, the preferred lever was wired to deliver a shock to another rat in a neighbouring compartment, while delivering a single pellet of sucrose. The study showed the actor rat, which pressed the lever tend to switch the lever to avoid shocking the other rat. The rat receiving the shock was called a victim rat.

Aversion of harm to fellow rats was reported to be equal in both male and female rats. If the actor rats were previously exposed to the shocks, their degree of harm aversion for others was heightened, the study revealed.

The investigation reported the rats avoided pressing the preferred lever to shock another rat, even if that lever delivered two sucrose pellets and the no-harm lever delivered only one. However, this was not the case when the rats were given three pellets by the shock lever. Most of the actor rats did not switch when they received three pellets pressing the lever, which also delivered an electric shock. Dr Gazzola called it a “tipping point” and said it was a “cost-benefit” function.

The study also revealed the importance of the anterior cingulate cortex (ACC) region of the rat’s brain for harm aversion. The scientists tested harm aversion for conspecifics in the rodents after deactivating the ACC using muscimol. Muscimol was injected in the rats belonging to the test group, while saline water was injected to rats in the control group. The observations showed without the active ACC due to muscimol, the active rats in the test group were no longer averse to harming the victim rats, but degree of harm aversion did not drop in the control group rats.

In a major decision, the Supreme Court of the United States has expanded the right of government to seize private property for public good by allowing the city of New London, Connecticut to invoke eminent domain and seize homeowners’ property for economic development reasons.

In a closely-divided decision, 5–4, the court determined that the city’s economic development plan constituted a “public use”, and therefore qualified under the U.S. Constitution’s fifth amendment’s Eminent Domain clause.

Justice John Paul Stevens wrote the majority decision, and was joined by Justices David H. Souter, Ruth Bader Ginsburg, Stephen G. Breyer and Anthony Kennedy. “Promoting economic development is a traditional and long accepted function of government,” Stevens wrote, and justified the decision further by saying municipal authorities are better positioned to make decisions regarding a community’s best interests than judges.

Writing the dissenting opinion, Justice Sandra Day O’Connor rejected the economic justification as a public use, pointing out that wealthy individuals are more capable of defending themselves and so are less at risk. But the greatest issue was the likelihood of abuse of eminent domain:

“The specter of condemnation hangs over all property. Nothing is to prevent the state from replacing any Motel 6 with a Ritz-Carlton, any home with a shopping mall or any farm with a factory.” A separate dissent was also included written by Justice Clarence Thomas.
